Download Concept Paper Detailed Project Proposal

Dear Colleagues, Let me begin by reiterating the objectives of the recently held International SSTDM Workshop in order to provide the context for the follow-up efforts and requisite steps / resources needed. After the initial introduction, I will then launch into a detailed description of the aims and objectives behind the concept paper and the detailed project proposal development process.

BACKGROUND

We all worked hard to make the recent International SSTDM Workshop catering specifically to meet the needs of the disaster management community within India as well worldwide. The workshop program format was prepared keeping in mind the following three primary objectives:

  1. Bring together small satellites and sensors technology developers and disaster management end-users from India and other regions and identify areas of complementary core competencies.
  2. Provide attendees with a complete understanding of the state of the art and present exciting solutions and emerging concepts.
  3. Select promising concepts and develop plans for collaborative project(s) / initiative(s) to advance their maturity to system / demonstration level.

As you well know, the concept papers were aligned with the CANEUS’ "flow-down" approach for the three-day workshop format, all the while keeping it tightly focused on the three primary objectives.

Whereas, the workshop topical areas spanned the range of issues necessary for the development of the proposed small satellites and sensors technology development pipeline. By bringing participants up to date on the key issues associated with related developments, now, it is our hope that workshop participants and concept proposers will be able to make informed decisions to initiate the subsequent collaborative project development process.

PROCESS

We are all in agreement that the ultimate objective of the International SSTDM Workshop was to create a set of "blueprints" for initiating collaborative project development of system-level prototypes from advanced small satellites and sensors concepts for disaster management. Therefore the concept papers are crucial towards achieving this ultimate objective.

We used a step-by-step approach implemented by CANEUS over past 15 years to first identify candidate concepts and ultimately formulate potential collaborative projects, while focusing on fostering international partnerships that bring together complementary core competencies. http://caneus.org/main/content.aspx?id=projects

In detail, these steps involve the following:
STEP I: Concept paper formulation prior to the workshop
STEP II: Discussion of the concept papers at the workshop
STEP III: Refinement of the project plans after the workshop

Detailed Project Proposal: In addition to the information contained in the Project Concept proposal, typically, the Detailed Project Plan includes:

  • Detailed work breakdown structure (WBS) with tasks, Consortium responsibilities, associated costs and time line clearly stated;
  • Detailed budget for the total project;
  • Detailed business case;
  • IP agreement among the Project Team members;
  • Teaming Agreement that legally binds all the Consortium Team members and the terms of the Detailed Project Plan.

CANEUS will help the Project Team to create and package the Detail Project Plan.

  • Funding for Projects can come from a single source or syndicated among a number of sources depending on the scope of the project.
  • CANEUS will work with the stakeholder entities throughout the world to coordinate project funding.
  • CANEUS will aid the project team in locating the necessary funds from regional sources, from international sources, from internal endowments or from the participating CANEUS partners in order to finance a project.

Project Implementation: This final phase leads to project implementation using “CANEUS Collaborative Innovation Environment” wherein the issues of confidentiality, regulatory compliance, and intellectual capital value are all addressed and the terms of partner interaction are pre-established through the execution of the partnership agreement, subdividing project tasks and responsibilities according to the different terms and conditions associated with each funding source.

Potential Presentation at Davos Global Forum in August 2014 / 2015: CANEUS has partnered with several UN agencies to present the findings and project proposal from SSTDM Workshop at the upcoming Global Forum at Davos in August 2014 and further fed to the UNISDR Global Platform proposed for 2015 in Japan.
